UN: Victory of international mobilization for young people and children in street situations

Let’s celebrate! On June 21, 2017, the United Nations Committee on the Rights of the Child adopted the General comment on children in street situations No. 21 (2017).

A victory for the members of Dynamo International – Street Workers Network, both in terms of mobilization and outcome.

Let’s remember …

… In 2011, when the Human Rights Council Resolution on the protection and promotion of the rights of children working and/or living on the street was released, Dynamo International set itself the goal of convincing the Committee on the Rights of the Child to draft a General comment on children in street situations.

Intense advocacy work followed, in particular with the Consortium for Street Children. In 2014, at its 67th session, the Committee agreed to set up a working group to draw up a General comment on this issue.

Wide consultation of children and young people in street situations

In order not to fall into the trap of an outcome disconnected from reality or a roadmap stuffed with good intentions, it was decided, with the various partners, to organize a wide consultation of children and young people in street situations and social street workers. All in all, 327 children and youth from 32 countries were interviewed in 7 regional consultations. About 50 social street workers accompanied them. The members of Dynamo International – Street Workers Network were particularly active in America and Europe, the Consortium for Street Children in Africa and Asia.

More than 60 contributors, including Dynamo International

In addition, the UN committee also launched a call for contributions on its website. In total, more than 60 contributions, including that of Dynamo International, were submitted. This mobilization is a revolution in itself. Never the voices of the children in a street situations have been so well understood and taken into consideration in the development of a text with an international dimension.

It is on the basis of these numerous testimonies and contributions that the experts of the Committee of the Rights of the Child have written the Observation n ° 21 (2017). There, we find the observations, remarks, suggestions that children and young people as well as social street workers sent as part of the broad consultation in which we all participated.
