International meeting in Sào Paulo on the rights of street-connected children and youth (Brazil, 28-29 nov. 2017)

Members of Dynamo International – Street Workers Network were invited by the American Bar Association to participate as experts to the International Summit on the Legal Rights of Street-Connected Children and Youth in November 28-29 in São Paulo, Brazil.

More than 150 lawyers, academics and representatives of national governments participated in this high level multi stakeholder forum. The purpose was to exchange informations and good practices on how countries can best implement the rights of children and young people in street situations.

The General comment No 21 on the rights of children in street situations was adopted in June 2017. Now, the key question remains : how to implement it each country? How to draw national strategies for implementing of the UN General Comment No 21 and for involving youth in the process?

Ultimately, the Summit aims to produce a publication of principles from the world’s experts on street-connected children and youth that will foster the implementation of each of the legal issues in the UN’s General Comment.

  • Verónica Müller, Associação de Educadores Sociais de Maringá (AESMAR) in Brazil
  • Maria Ximena Rojas Landivar, regional director of the Alalay Foundation in Bolivia and regional coordinator of the Americas for Dynamo International – Street Workers Network

They facilitated discussions in sessions on the following topics:

Draft principles were drafted by the co-facilitators of each workshop prior to the discussion in small group sessions at the International Summit on the Legal Rights of Street-Connected Children and Youth. Attendees worked together on the principles, discussing them and sharing input and ultimately finalizing the principles together.

To date, a single document has been agreed upon for the implementation of the UN General comment No 21 in the signatory states.
